Therefore, assignments have been introduced to courses where the lecturers were prepared for them. Mathematics for Social Science was one of the courses that included assignments. The main means of Interaction between tutors and students consists of free face-to-face tutorials conducted three times per semester in provincial centers throughout the country. A year after the Royal Charter of Sukhothai Thammathirat Open university (STOU) was enacted on September 21, 1978, the administration launched a series of staff development programs aiming at providing necessary training for “soul conversion” of the newly recruited staff members in order to prepare them to be effective distance instructors in the newly established institution of higher education. After 22 years, STOU has an extensive experience in staff development for its distance instructors.

Whereas it deems necessary to issue a Ministerial regulation on the standard criteria for provision of Internet-based distance education for existing on-going programs of study within traditional, close-admission universities, the Ministry of Education, by the authority vested under Article 8 of the National Education Act of 1999, formulated a set of standard criteria to be used as the guideline for offering degree and certificates via the Internet.

Like in other parts of the world, Tele-Education is something that relates to technology availability. In Thailand, technologies deployed in the early days relied rather heavily more or less on Satellites such as Thaicom which was mainly as a one-way broadcast form.

The paper investigates how universities in Thailand use online courses. The study was conducted by interviewing two lecturers, two technicians and two administrators from each of 27 universities where earlier questionnaires to all 84 Thai universities had indicated that online courses existed. A questionnaire was used to gather information about the experiences and opinions of students of the universities.
