Abstract:
Since the Learning for Life reforms in the late 1980s, there has been considerable discussion about, and debate over, the appropriate level and form of government support for tertiary education in New Zealand. The 1990s witnessed a number of significant shifts in tertiary education policy in New Zealand, including decreasing public per-student subsidies to tertiary education, the introduction of tuition fees and the establishment of the student loan scheme.
