Abstract:
In implementing “1994 Curriculum”, the Ministry of National Education (MONE) permitted Primary Schools (PS) to teach English starting in Grade 4. The same policy is also implemented in the current curriculum and furthermore English is treated as a local content. Does this policy mean that English lesson as a local content becomes “a compulsory” to be taught in PS?

This paper discusses a number of issues which can be categorized as dilemmas of Open Distance Learning. For example, while the comparatively low level of formal education will put up some barrier to Open Distance Learning (ODL), it is precisely the very thing that ODL is to address. Universitas Terbuka UT has had a distance education promoted Graduate studies program since July 2003. Unlike undergraduate programs, all of the programs in the Graduate Studies Program at UT implement obligatory Electronic Tutorials. Universitas Terbuka (UT) has attempted to provide an online tutorial to enhance student learning. The objectives of the online tutorial are to facilitate distance students’ learning and help students to strive successfully in independent learning environment using internet. UT still has some problems in implementing its online tutorial services. The present study indicates that about 55 courses offered by UT have never been accessed via the internet by the students.
