Abstract
The paper observes that National ICT policies present the education sectors as competing economic units thus running the risk of creating imbalances in access. The authors propose that to ensure the provision of quality educational programmes of all types, educators have to play a leading role in the formulation of ICT policies. For distance education in particular, ICT policies have even more potential to ensure that it is enjoyed by all who decide to engage in this mode of learning.
