Quality is essential to Open and Distance Learning. To help distance education practitioners measure the quality of their ODL institution, UNESCO had commissioned Universitas Terbuka Indonesia to develop components, variables and indicators that can evaluate the quality of ODL Institution.

12 key components covering areas such as the following were developed:

2. Course Design and Development
3. Graduates and Alumni
4. Human Resources
5. Internal Management
6. Learner Assessment
7. Learner Support
8. Learners
9. Media for Learning
10. Policy and Planning
11. Program Design and Curriculum Development
12. Research and Community Service

To facilitate the evaluation of these components, UNESCO have automated the evaluation processes using a tool called Decision Support Tool (DST). In order to use this facility, you must become a registered member.
